United Healthcare acts as PFI Equipping Advisors to NHS Trusts on
major PFI Hospital developments in the UK. This role generally includes
the following tasks:
Consider and advise on the financial and legal aspects and implications
of a Managed Equipment Service within the PFI project.
Compile a complete schedule of equipment requirements from the (draft)
schedules of accommodation and advise when and how to share this
information with bidders.
Prepare an indicative bill of quantities, using he schedule of equipment
requirements and the United Healthcare pricing database, in order
to reinforce the cost assumptions in the public sector comparator
and generate indicative cost information for different categories
of equipment.
Assist the PFI Team to compile a matrix of equipment responsibilities
and prepare an outline of considerations.
Advise the project Team, the Trust’s Head of Equipment Maintenance,
Service Redesign Groups and/or appropriate clinical and technical
staff on the writing of output specifications for equipment items
to be provided by the Project Co. and review the completed output
specifications.
Assist the Trust to refine its equipping strategy and prepare the
necessary documentation for the FITN.
Assist/direct the Trust to undertake an equipment audit/condition
survey and bar coding of equipment, to reconcile the fixed asset
register with the maintenance department database and to compile
a complete schedule of information for the FITN
Assist the Trust to prepare a programme of equipment replacements
over the interim period and a schedule of potentially transferable
equipment. Prepare a Service Level Specification for maintenance
and replacement of all equipment (Medical, Technical and Non-Technical)
to fit the Trust’s chosen strategy.
Advise the Trust on suitable Performance Monitoring relating to
equipment matters, and evaluate the consortia response and methods.
Provide a technical assessment of the equipping proposals contained
in the consortia’s response to the FITN.
